This summer, walking a dog in Livorno may start to look less like a casual stroll and more like preparation for a minor cleaning operation.
From 20 May to 31 October, 2026, the Tuscan port city will require dog owners to carry a bottle or container of water while out with their pets, ready to rinse away any urine left on pavements, walls, shopfronts, street furniture and even the wheels of parked scooters or cars.
The measure, introduced through a mayoral ordinance approved in late April, comes after repeated complaints about smells and hygiene problems during the hotter months. In practice, the city is asking residents to become part-time dog walkers and part-time mobile sanitation crews.
The rules are specific. Water must be used immediately after the dog urinates, and only plain water is allowed — no detergents or chemical products. The ordinance also says dogs should not urinate near residential doorways, office entrances, shop access points or display windows.
For visitors unfamiliar with Italian summer politics, this is peak seasonal municipal regulation: somewhere between a public health measure, a civic etiquette campaign and a test of patience under 35°C heat.
The city says the goal is to preserve urban decorum and reduce odours during the summer tourist season. Critics, meanwhile, are already imagining the practical consequences: distracted owners frantically unscrewing bottles, dogs developing stage fright near luxury boutiques, and the sudden rise of the reusable canine water flask industry.
Fines range from €25 to €500 for those caught without water or failing to clean the affected area. Authorities can also require owners to restore and clean the space themselves.
Italy is no stranger to creative local regulations, particularly when temperatures rise and tourism peaks. But Livorno’s new rules may push the idea of responsible dog ownership into new territory: the age of the compulsory anti-pee rinse.
For now, one thing is certain. In Livorno this summer, the essential dog-walking kit will include three items: leash, poo bags and a bottle of water.
