As of July 26, 2025, five major Italian airports — Rome Fiumicino, Milan Linate, Milan Malpensa, Bologna, and Turin — have officially implemented the new EU rules allowing passengers to carry liquids in hand luggage in containers exceeding 100 milliliters. The change is possible thanks to next-generation security scanners now operational at those terminals.
However, the updated regulations do not yet apply to Florence Airport, where passengers must still follow the traditional 100-milliliter rule. This includes placing containers in a transparent, resealable plastic bag with a total capacity of no more than one liter, and removing the bag from hand luggage during security checks.
Despite the official rollout date, passengers have reported inconsistencies on the ground. On Saturday, July 26—the first day of implementation—signs at Bologna Airport still displayed the old rules, creating confusion among travelers.
Passengers flying from Florence, Pisa and other airports not yet equipped with the new scanners are strongly advised to check the current rules before packing, as security procedures remain unchanged in most Italian airports. ENAC, the Italian Civil Aviation Authority, has confirmed that only the five listed airports have adopted the new system so far.
Under the new rules, travelers departing from airports equipped with next-generation scanners—technically known as “EDS C3” systems—are allowed to carry up to two liters of liquids in their hand luggage. These scanners are highly effective in detecting hazardous substances, such as explosives, and their use also eliminates the need to remove liquids from bags at security checkpoints, making the process faster and more convenient. The European Commission approved these changes following a broader review of airport security technology.
The update follows a broader decision by ECAC (European Civil Aviation Conference) to relax liquid restrictions in airports where upgraded scanning technology has been installed. Other Italian airports are expected to follow, but no specific timeline has been announced.
