Florence’s Black and White Tower Under Investigation

The Florence public prosecutor’s office has opened an investigation into alleged planning violations linked to the redevelopment of the former Teatro Comunale site (home of the Maggio Musicale), where the so-called “Black and White Tower” now stands.

The inquiry, launched almost a month ago, currently lists no suspects. In recent days, investigators from the Carabinieri and the Guardia di Finanza acquired extensive documentation from the City of Florence’s urban planning office and from the regional office of the Soprintendenza for archaeology, fine arts and landscape. The files mainly concern the permits and opinions issued over time by heritage authorities and the city’s landscape commission. The acquisition does not cover documents related to the sale of the former theater property.

The collected papers are now being examined to verify whether the new residential complex was carried out in compliance with Florence’s urban planning regulations and heritage protections.

The project, a stark black-and-white structure built on the footprint of the historic theater, has been at the center of heated debate in recent months. Critics see it as a jarring presence in the historic cityscape, while supporters argue it represents contemporary architectural renewal.

The investigation comes as political tensions rise at city hall. Opposition voices in the council have called for greater transparency, particularly regarding the Valutazione di Impatto sul Patrimonio—an assessment of the impact on cultural heritage that could impose changes in color, materials, or height. So far, city officials have not yet submitted this evaluation to the Ministry of Culture, fueling accusations of delays and lack of clarity.

For now, the case remains open, and Florence awaits further developments that could determine the future of one of the city’s most controversial new buildings.
